Court – 78 Police Station – 35 Judges – 78 Pendency – 259304 Employees – 400+ Advocate – 15000+ In the year 1904, District & Sessions Judge, Meerut was the head of Civil and Criminal courts of District Meerut and two Subordinate Judges, two Munsifs and two Additional Munsif were also working. Till 1894, Bulandshahr District was under the jurisdiction of District Judge, Meerut but due to work distribution, three Tehsil of Bulandshahr were annexed to Aligarh judgeship. In 1904, Sikandrabad Tehsil of Bulandshahr was under the jurisdiction of District Judge apart from Muzaffarnagar. In 1904 Muzaffarnagar was made a seperate district judgeship and Tehsil Sikandrabad of District Bulandshahr was brought under jurisdiction of Bulandshahr judgeship. (Source – Uttar Pradesh District Gazetteer) In 1850’s, Meerut Court was functioning in Jali Kothi Area (outskirts of Meerut City) of Meerut City. In Revolt of 1857, Court was set up on fire by revolutionaries. After Revolt of 1857, Court was shifted to Old House Hostel (Now Dr. Bhopal Singh Hostel), Meerut Law College, Meerut. In around 1860, Judge’s court and Magistrate’s court were established in Meerut city where District & Sessions courts are functioning currently. In the Year 1864, District Judge’s Court Building was constructed at its present location (now Building was declared as Heritage building by Hon’ble High Court of Judicature at Allahabad vide letter no. 300/Infra Cell, Allahabad dated 24-5-2011). At that time there were only 8 rooms including Court room of District Judge and One Sadr Munsif. A Marble stone is fixed near roof top in gallery outside the room adjacent to District Judge’s Court. Marble stone shows that it was constructed by Major Sir E. Leads Bart, Executive Engineer. Assisstant Commissioner at that time was Mr F. Ross and Roree Mul was contractor. In 1864, Judge’s court were shifted from Old building to present Heritage Building. District Judge at that time was called as Sadr- Us- Sadr’, District Meerut. In 1861, Kan Bahadur Maulvi Mohd. Tajammul Hussain was ‘Sadr- Us- Sadr’ of Meerut. Period from 1861 to 1975 appears to be dark period in so far as national awakening in Meerut is concerned. It appears that during that period courts were functioning under Anglo-Saxon System & Jurisprudence and lawyers were duly appearing and conducting cases on behalf of their clients. In 1875, Sheikh Ilahibuksh who was a Rais of Lalkurti, Meerut Cantt. and was Loyal British subject constructed an ‘Aaramgah’ in court compound for the benefit and use of litigants. Annual Civil Returns for the Years 1937, 1939, 1940, 1941, 1942, of Meerut Judgeship reveals that Judgeship consists of: District & Sessions Judge, Additional District & Sessions Judge, Meerut, Session & Civil Judge, Meerut, Session & Civil Judge, Muzaffarnagar First Civil Judge Meerut with powers of Assistant Sessions Judge, Second Civil Judge Meerut with powers of Assistant Sessions Judge, Additional Civil Judge, Muzaffanagar.
