District Court - Panna
There is mention of a remarkable incident in the judicial history of Panna state, according to which Maharaja Chhatrasal was discussing the governance system with all the ministers in his state. At that time, all the ministers and the Maharaja were unanimous on the issue of public welfare of the state.When the minister sought the Maharaja’s consent (yes) to the plan, the Maharaja deceitfully uttered the word “no”, on which the minister told the Maharaja that his Majesty had agreed, but “no”. ”It was done”, on which Chhatrasal said that from today onwards the seal of Panna Raj Darbar will be ”no”. Thereafter, as long as the Panna state government was in power, the Panna state seal “Na hi” was used. In the latter part of the nineteenth century, law and order was in force in the courts of British India since the reign of Mahendra Maharaja Rudra Pratap Singh Judev, the same system was in force in the princely state of Panna. In the year 1948-49, after the merger of the native princely state, Vindhya Pradesh was formed by merging all the small and big princely states of Panna, Bundelkhand and Rewa Baghelkhand, then the judicial system of Panna district and the laws prevalent in the then Rewa state were implemented. The above judicial system continued till the establishment of Madhya Pradesh on 31 October 1056. After the formation of Madhya Pradesh state on November 01, 1956, the judicial system of Panna district continued to be operated from civil district Chhatarpur for some years and later the judicial system of Panna district was operated from Satna district. On July 15, 1978, Panna district was declared a civil district and Shri G.K. Kulshrestha was appointed as the first District and Sessions Judge of the district. Maharaja Madhav Singh, a descendant of Maharaja Chhatrasal, was the king of Panna from 1897 to 1902. During his tenure, Mahendra Bhawan Panna was constructed, in which the District Court Panna continued to function till 11.03.2016, later on 14.03.2016, the District Court was shifted to the new District Court Building in Indrapuri Panna and is functioning. The new court building has been constructed in compliance with the order passed by the Honorable Madhya Pradesh High Court on 17.03.2003 in the case of Indrapuri Panna writ petition number 4442/2002 Advocate Sangh Panna v. State of Madhya Pradesh.
